CarmiTimes: Illinois' backlog of unpaid bills nears $8.5 billion - The Illinois comptroller's office is sitting on nearly $4.3 billion in overdue bills and other departments are behind on their bills because the state doesn't have the money to make good on its debts, Comptroller Judy Baar Topinka said Wednesday.
NYDaily: Father of Chicago teen charged in brutal YouTube beating -  My son’s ‘the fall guy’
Vicious attack was payback for earlier scuffle, cops say. Michael Palomino, a 30-year veteran of the Cook County sheriff's office, fumed on Wednesday after a judge slapped his son, Raymond, with felony aggravated battery and robbery charges and set his bail at $100,000.
LAT: TSA to test its airport scanner operators for radiation exposure -  Critics of the TSA support the idea of testing TSA workers. But they continue to call on the TSA to perform independent studies of the full-body scanners to ensure that airline passengers are not being exposed to dangerous levels of radiation
Guardian: Outlawing dissent: Rahm Emanuel's new regime -It's almost as if Rahm Emanuel was lifting a page from Naomi Klein's Shock Doctrine – as if he was reading her account of Milton Friedman's "Chicago Boys" as a cookbook recipe, rather than as the ominous episode that it was. In record time, Emanuel successfully exploited the fact that Chicago will host the upcoming G8 and Nato summit meetings to increase his police powers and extend police surveillance, to outsource city services and privatize financial gains, and to make permanent new limitations on political dissent. It all happened – very rapidly and without time for dissent – with the passage of rushed security and anti-protest measures adopted by the city council on 18 January 2012.
FDL: Private Prisons Don’t Save Money in Arizona - Arizona sure loves it some privatization.  Facing extreme budget shortfalls, the state attempted to sell off and then re-lease its state house in 2009 to earn some extra money, along with privatizing its entire prison system
WashingtonsBlog: Homeland Security Shreds Constitutional Right to Anonymous Political Speech - Not to Protect Our Security - But to Monitor Dissent - Anonymous political speech has a special place in American history. As leading economic blogger Tyler Durden points out: Anonymity is a shield from the tyranny of the majority. It thus exemplifies the purpose behind the bill of rights, and of the first amendment in particular: to protect unpopular individuals from retaliation– and their ideas from suppression– at the hand of an intolerant society. ***Though often maligned (typically by those frustrated by an inability to engage in ad hominem attacks) anonymous speech has a long and storied history in the United States. Used by the likes of Mark Twain (aka Samuel Langhorne Clemens) [and the founding fathers in the Federalist Papers], we think ourselves in good company in using one or another nom de plume. But DHS is shredding anonymity. Gene Howington provides details in a must-read essay:Do you have a right to anonymous political free speech? According to the Supreme Court, you do. According to the Department of Homeland Security, you don’t. They’ve hired General Dynamics to track U.S. citizens exercising this critical civil right.
InfoWars: New York Moves to Deploy Body Scanners on Street in Search for Guns - NYPD Commissioner Ray Kelly told CBS in New York his department is looking to deploy Terahertz Imaging Detection scanners on the street in the war on “illegal guns.” Kelly said the scanners would be used in “reasonably suspicious circumstances” and intended to cut down on the number of stop-and-frisks on the street. So called stop-and-frisks are considered a violation of the Fourth Amendment. New York City is largely a Second Amendment free zone. The city’s mayor, Michael Bloomberg, has said that citizens “acting outside of any governmental military effort” should not be allowed to protect themselves with firearms. “The NYPD and Department of Defense are working together testing Terahertz Imaging Detection, a new way to get concealed illegal weapons off the streets,” CBS reports. Terahertz Imaging Detection measures energy radiating from the body up to 16 feet away and can detect anything blocking it.
